Board of Selectmen Minutes 01/08/2007

The Board of Selectmen held a regular meeting at 5:00 P.M. on Monday, January 8, 2007 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.        

Approval of Minutes:  December 18, 2006
Selectwoman Reemsnyder corrected the spelling of the names of Officer Dominic Solari and Officer Sal Milardo under 2.a. communications.  Under 4.g Ambro Amendment, the last line should read that Selectman Sibley made a motion to adopt the resolution as proposed.   Under 5.a.  Holiday Schedule for next year, change New Year’s eve to New Year’s Day.  Selectwoman Reemsnyder made a motion to accept the minutes as amended.  Selectman Sibley seconded the motion.  SO VOTED.

Communications:
FERC Hearing on Broadwater Project – Jan 9, 2007 in New London
On Tuesday, January 9, 2007 there will be a discussion on the Broadwater Project at Mitchell College in New London from 7:00 P.M. to 10:00 P.M.  Selectwoman Reemsnyder added there will also be a meeting in Branford on the same subject.

Annual Town Meeting Agenda – Approval
There will be seven items on the Town Meeting agenda:                                                              1.  To accept the Town Report                                                                                                 2.  To announce the Citizen of the Year                                                                              3.  To adopt the Code of Ethics Ordinance
4.  To adopt the Affordable Housing Ordinance
5.  To adopt a Dock Construction Ordinance as suggested by the Harbor Management Commission                                                                                                         
To adopt the Town’s Stormwater Management Plan Ordinance
Discussion of the Town Hall Expansion Resolution
Selectman Sibley made a motion to approve the Annual Town Meeting agenda.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
 
Town Hall Expansion Committee – Town Meeting Presentation on Jan 22, 2007 and Referendum on Jan 30, 2007
There will be a presentation at the Town Meeting on the Town Hall Expansion Project by the Board of Selectmen and will then go to a referendum.  

Ethics Formation Committee – Recommend Approval of Ordinance to Town Meeting on Jan 22, 2007
Meetings have been set up on January 11 at 4:00 P.M. and 7:30 P.M. for the town staff who may have questions on the Ethics Ordinance.  Selectman Sibley made a motion to recommend approval of the Ethics Ordinance to the Town Meeting.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Affordable Housing Ordinance – Recommend Approval of Ordinance to Town Meeting on Jan. 22, 2007
The Affordable Housing Ordinance has been recommended by the Land Use Dept.  Selectman Sibley made a motion to recommend approval of the Affordable Housing Ordinance to the Town Meeting.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Standards for Dock Construction Ordinance – Recommend Approval of Ordinance to Town Meeting on Jan. 22, 2007
The standards for the Dock Construction Ordinance will be reviewed at a Special Board of Selectmen meeting.

Stormwater Management Plan Ordinance – Recommend Approval of Ordinance to Town Meeting on Jan. 22, 2007
The Stormwater Management Plan Ordinance will be reviewed at a Special Board of Selectmen meeting.

Town Woods Phase II – Update
The Town Woods Building Committee is meeting on Thursday, January 11, at 7:30 P.M. The soils scientist confirmed that the location of the wetlands is the same as the original location so that will enable the Inland/Wetlands to approve the Phase II work.  There will be an information meeting during the month of February.  This will determine when to bring Phase II before the voters.

Board, Commission & Committee Appointment Cycle
First Selectman Griswold stated he will get a new appointment response list tomorrow.  The town has a fairly high sign up rate.

Other Business:
Selectman Sibley stated that he wanted to be sure that the town is moving forward with new toilets and that the septic system is working at White Sand Beach.  First Selectman Griswold stated that the water is turned off for the winter.  At this time, the fixtures can be installed. The gazebo work needs to be done.  Selectman Sibley also stated that  fixtures at Cross Lane should be looked at and the garage door needs to be replaced.

Selectman Sibley made a motion to adjourn the meeting at 5:46 P.M.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
